HMB’s Construction Services Program offers a comprehensive range of specialty services to support construction projects from start to finish. We partner with both government and private clients, ensuring seamless project implementation and delivery while maintaining quality assurance and control, managing project costs, and meeting both budget and schedule requirements.

Our strength lies in our team of experienced professionals, each possessing specialized training and certifications. We provide inspectors, construction engineers, and project managers for a wide variety of projects, including roadways, bridges, water and utility systems, Intelligent Transportation Systems (ITS), multimodal infrastructure, and waterfront developments.

HMB’s Construction Engineering and Inspection (CEI) services follow proven processes to ensure projects are completed in full compliance with plans and specifications. From bid package preparation to project closeout, our team takes a leadership role in overseeing daily inspections, maintaining detailed records, coordinating with contractors, and resolving issues to ensure construction costs, schedules, and quality standards are met.
Our CEI team specializes in inspecting roadways, bridges, pedestrian transportation systems, materials testing, and erosion prevention and sediment control (EPSC). Our field inspectors are highly qualified and hold numerous industry certifications, including:

With extensive knowledge and hands-on experience, our inspectors ensure the highest level of expertise on every project. They also have direct access to essential resources, including Standard Specifications, Construction Circular Letters, Standard Operating Procedures, and Construction Special Provisions.
